Standard E13: The facility has established procedure for care of new-born, infant and child as per guidelines
The standard is concerned with adherence to clinical guidelines for new-born & child health.
It covers immunization, emergency triage, management of high-risk babies, newborn and childhood illnesses like ARI and diarrhoea etc.
Immunization services are majorly assessed at immunization clinic. Staff interview and observation should be done to assess availability of required vaccines, adherence to protocols for reconstitution of vaccine, their storage, monitoring of VVM labels etc.
Standard also include identification of low birth, sick new-born & malnourished children & ensure their timely referral and treatment.
Measurable Elements
ME E13.1: The facility ensures essential newborn care, identification, resuscitation, and management/referral of sick or low birth weight newborns.
(Focuses on thermal care, immediate newborn care, resuscitation protocols, tracking low birth weight (LBW) infants, home-based newborn care (HBNC) linkages, and timely referral).
ME E13.2: The facility provides routine immunization services and maintains the vaccine cold chain in accordance with Universal Immunization Programme (UIP) protocols.
(Focuses on adhering to the UIP schedule, safe vaccination practices, monitoring VVM labels, proper reconstitution, AEFI monitoring/reporting, and maintaining cold chain equipment).
ME E13.3: The facility ensures screening, early identification, and management/referral of developmental delays, birth defects, deficiencies, and childhood diseases under Rashtriya Bal Swasthya Karyakram (RBSK / 4Ds).
(Focuses on screening for Defects at birth, Deficiencies, Diseases, and Developmental delays including disability, along with coordination with RBSK mobile health teams).
ME E13.4: The facility ensures primary management and referral of common childhood illnesses (like ARI/pneumonia, diarrhoea, and acute malnutrition) as per IMNCI guidelines.
(Focuses on Integrated Management of Neonatal and Childhood Illnesses (IMNCI) protocols, ORS and Zinc distribution, identification of SAM/MAM children, and referral to Nutrition Rehabilitation Centres (NRCs).
