  • The standard measures processes related to functioning of the Jan Arogya Samitis, whether the same has been constituted or not, members’ awareness about their roles and responsibilities, regular conduction of the meetings, their role in conduction of the promotional activities.

  • Another important mechanism of conduction of social audits and Jan Sunwayis (public hearing) as per the mandate shall also be evaluated to check what actions/measures were taken post hearings and meetings.

  • Similarly in order to ensure quality of services it becomes important for CHO to support the task done by the community health workers by providing on job mentoring & supervision for household meetings, VHsnds or campaign.

  • Similarly, mentoring cum monitoring visit by MO-PHC is also important for the smooth functioning of the HWC (SC).

  • The Assessor can review such aspects like monthly meeting minutes of JAS, social audits etc, untied fund expenditure (submission of utilisation certificates), monthly calendars of activities of health workers to check compliance of supportive & monitoring processes.

  • ME D4.1: The facility has a functional Jan Arogya Samiti (JAS) constituted as per guidelines to ensure governance, community accountability, and local planning.

    (Focuses on formal constitution of JAS, multi-sectoral representation, regular monthly meetings, minute documentation, and active community involvement in decision-making).

  • ME D4.2: The facility regularly conducts social audits, Jan Sunways (public hearings), and community feedback exercises to ensure transparency.

    (Focuses on public display of service entitlements/charters, conducting social audits, organizing public hearings, and taking action on community feedback).

  • ME D4.3: The facility utilizes untied funds in a transparent manner as per approved guidelines and maintains financial accountability.

    (Focuses on proper utilization of JAS untied funds, maintaining voucher records, joint account operations, and timely submission of Utilization Certificates).

  • ME D4.4: The facility has an established system for supportive supervision, mentoring, and monitoring of healthcare workers and outreach activities.

    (Focuses on CHO/MO-PHC conducting supportive supervision visits for ASHAs/MPWs, monitoring VHSNDs and field activities, and providing on-job mentoring).
