Standard B5: The facility ensures all services are provided free of cost to its users
The standard majorly ensures that there is no financial barrier to the services.
It checks for availability of free drugs & diagnostics services as mandated.
It also ensures community get specific entitlements, incentives under various schemes and check robustness of
mechanisms and linkages for availing health insurance (PM JAY or any state specific health insurance scheme) benefits.
ME B5.1: The facility provides free-of-cost services as per prevalent government schemes/norms.
(Focuses on ensuring cashless care across all package areas including consultations, maternal and child healthcare, and routine outpatient services without out-of-pocket expenditure).
ME B5.2: The facility provides free-of-cost screening and diagnostic services as per mandated package.
(Focuses on point-of-care laboratory tests, rapid diagnostic kits, and screening investigations being conducted at zero cost to the patient).
ME B5.3: The facility ensures free dispensing of essential medicines and refills.
(Focuses on complete availability of essential drugs from the Essential Medicines List (EML) without asking patients to purchase drugs or consumables from outside facilities).
ME B5.4: The facility facilitates financial entitlements and incentive linkages under government health schemes.
(Focuses on timely processing of beneficiary incentives (e.g., JSY, family planning incentives) and enabling access/linkages to PM-JAY or state-specific health insurance schemes).
