  • Each National Health Programme should be assessed holistically as per dedicated technical guidelines for quality of clinical services as per scope of respective programs.

Measurable Elements

  • ME E10.1: The facility ensures primary screening, early diagnosis, and management of Tuberculosis (TB) as per National Tuberculosis Elimination Programme (NTEP) guidelines.

    (Focuses on screening presumptive TB cases, sputum sample collection/transportation for CBNAAT/Truenat, initiating DOTS/anti-TB therapy, contact tracing, and Nikshay portal documentation).

  • ME E10.2: The facility ensures screening, vector control, primary management, and referral for Vector-Borne Diseases (VBDs) as per NVBDCP guidelines.

    (Focuses on testing and management for Malaria, Dengue, Chikungunya, Kala-azar, and Lymphatic Filariasis, including rapid diagnostic tests (RDTs), peripheral blood smear examination, complete treatment, and reporting).

  • ME E10.3: The facility ensures screening, early detection, treatment, and disability prevention for Leprosy as per National Leprosy Eradication Programme (NLEP) guidelines.

    (Focuses on clinical examination for skin patches/nerve involvement, MDT (Multi-Drug Therapy) administration, reaction management, self-care counseling, and contact screening).

  • ME E10.4: The facility ensures screening, management, and surveillance for HIV/AIDS, Sexually Transmitted Infections (STIs), and Viral Hepatitis.

    (Focuses on STI screening and syndromic management kits, ICTC/HIV screening linkages, Hepatitis B and C screening, contact tracing, and strict adherence to confidentiality).

  • ME E10.5: The facility maintains effective disease surveillance, outbreak reporting, and epidemic response activities as per Integrated Disease Surveillance Programme (IDSP) / IHIP.

    (Focuses on daily/weekly reporting of S (syndromic), P (presumptive), and L (laboratory) forms on the IHIP portal, early outbreak detection, and rapid response coordination).
